Permissible emissions include annual permissible emissions per unit of pollutant discharge, annual permissible emissions from major discharge outlets, and permissible emissions during special periods. Among them, the effective period of annual permitted emissions shall be counted from the time of issuance of the permit, rolling 12 months.
