In recent years, various small clothing workshops have begun to close down. Small clothing processing in some areas of Hangzhou has experienced a large number of losses and closures. A set of data also shows that the traditional clothing industry is experiencing a cold winter: in 2014, the sales output value of clothing enterprises above designated size in Hangzhou was 28.5 billion yuan, a year-on-year decrease of 1.35%, the first negative growth. In 2015, the sales output value of Hangzhou Guishang garment enterprises fell again by 0.77%. At the same time, according to statistics from the Hangzhou Municipal Commission of Economy and Information Technology, the total profit of apparel companies dropped by 39.65%, and there was a 24% loss. The extensive clothing manufacturing model has obviously not adapted to the requirements of green and efficient development, and the elimination of outdated production capacity has become a general trend.   In Hangzhou, as the 'low, small, scattered' workshops gradually withdrew from competition, new garment processing clusters have emerged in Xiaoshan, Yuhang and other places. Different from the previous “fighting for each other”, the new cluster has advantages in resources, functions, services, and radiation effects, making it more suitable for SMEs to develop in groups. Promoting informatization design and intelligent production has become a long-term goal. The development trajectory of these industries is similar to the current textile instrument industry.
